Silver’s statement came two months into his tenure, following the lifetime ban of an owner for tanking. The league then leaked a set of draft‑lottery concepts that have drawn confusion and skepticism from owners, front offices and fans alike.

The concepts include flattening the odds from 14% to 8%, expanding the number of top picks, enlarging the pool of teams eligible for high picks, adopting a two‑year average model, crediting a minimum win floor, a tiered 5‑by‑5 draw, and a pre‑lotto floor randomization. None are final proposals; they are ideas that the league can tweak or combine.
